If you’ve been watching Express Entry cutoff scores climb and felt like permanent residency was slipping out of reach, take note: IRCC just flipped the script.

Immigration Minister Lena Metlege Diab has announced a major restructuring of the Comprehensive Ranking System (CRS). Starting November 3, 2026, IRCC is rolling out a brand-new points framework designed around one priority: rewarding high-wage talent and cutting employer red tape.

Here is the real breakdown of what changed, who wins, and what you need to do before November 3.

The Plot Twist: Job Offer Points Return (On New Terms)

Under the new rules taking effect November 3, job offer points are back offering up to 100 extra CRS points. But instead of tying points to a bureaucratic ESDC application, IRCC is basing them entirely on national occupational wage benchmarks.

You won't need an LMIA to claim these points or to meet job offer criteria under the Federal Skilled Worker (FSW) or Federal Skilled Trades (FST) programs. (Note: The LMIA system still exists for standard closed work permits under the Temporary Foreign Worker Program, but it is no longer the gatekeeper for your Express Entry CRS score).

Does "no LMIA" mean no scrutiny?

Not at all. IRCC is simply replacing ESDC with direct officer assessments. Instead of waiting months for an advertising confirmation, immigration officers will evaluate whether:

  • The business is actively operating and financially sound.

  • The job offer addresses a genuine operational need.

  • You hold the verified credentials, licensing, and experience to do the work.

For legitimate employers and real professionals, this cuts out months of administrative delay.

The Rule Most People Will Misunderstand

Crucial Rule: Whether you qualify for "high-wage" points has nothing to do with your individual paycheck.

Eligibility is determined strictly by the national median wage of your National Occupational Classification (NOC) across all of Canada. If the nationwide median for your occupation is at least 1.3× higher than the Canadian workforce average, your NOC qualifies across three tiers:

  • Tier 1 (2.0× National Median): Physicians, surgeons, engineering managers, IT/software directors, lawyers, and corporate sales managers.

  • Tier 2 (1.5× to <2.0× National Median): Software developers, cybersecurity specialists, data scientists, registered nurses, civil/electrical engineers, and high school teachers.

  • Tier 3 (1.3× to <1.5× National Median): Accountants, HR professionals, architects, web developers, industrial electricians, and heavy-duty mechanics.

How Many Points Are on the Table?

Under the new labor market integration factor, you can earn points through either qualifying Canadian work experience or a qualifying job offer in a high-wage occupation.

(Points do not stack. The system automatically awards whichever option gives you the highest score, capped at 150 points for single candidates or 140 points with a spouse).

The November 3 Deadline: Act Before the System Freezes

IRCC will implement an administrative freeze on all Express Entry draws for approximately two weeks starting November 3 to recalculate scores nationwide.

  • Canadian Work Experience: The system will recalculate your score automatically.

  • Job Offers: If you have an eligible job offer, you must update your profile manually before November 3 to register the points.

What This Means for Express Entry Candidates

Whether you are currently working on a Post-Graduation Work Permit (PGWP) in Ontario, navigating a provincial stream in Western Canada, or preparing your Express Entry profile from abroad, an overnight boost of 40 to 100 points completely resets the playing field. For Canadian employers nationwide, this reform eliminates the costly, months long ESDC processing queues, creating a direct path to retain essential international professionals. For candidates overseas or in Canada whose scores were previously sitting just below competitive cutoffs, this provides a realistic, merit-based route to an Invitation to Apply (ITA) before temporary status expires.

Preparing Your Profile Before the Freeze

Navigating these changes requires precision from auditing your NOC duties against official tier benchmarks to ensuring your employer's documentation will withstand direct IRCC scrutiny without an LMIA.
