Canada PGWP Changes June 2025: New Eligible Programs & Impact on International Students

On June 25, 2025, IRCC introduced major updates to the Post-Graduation Work Permit (PGWP) program. These changes are designed to better align international student opportunities with the country’s current and future labour market needs. What’s New in PGWP Eligibility?
1. Expanded and Refined Eligible Programs
Canada has added 119 new fields of study to the PGWP-eligible list and removed 178 programs that are no longer considered high-priority for the country’s workforce needs. This brings the total number of eligible programs to 920.
Newly Added Fields
Healthcare and Social Services: More programs in veterinary medicine, dentistry, dental technology, and medical laboratory sciences are now eligible.
Education: Teaching programs—including those in biology, chemistry, French, drama, computer science, early childhood, and special education—are now included.
Skilled Trades: Construction management, cabinetmaking, CNC machinist technology, professional diving, and various electrical and mechanical technology programs have been added.
STEM and Architecture: Select architecture and landscape architecture programs are now eligible.
Removed Fields
Transportation: All transport-related programs have been removed.
Agriculture and Agri-Food: Most agriculture programs are no longer eligible, with only one remaining.
Environmental and Natural Resources: Several environmental and conservation programs have been removed.
Specific Trades: Certain trade programs, such as solar energy technology and drywall installation, are no longer eligible.
2. Who Is Affected?
Students applying on or after June 25, 2025: Your program must be on the current list of 920 eligible fields to qualify for a PGWP.
Students who applied before June 25, 2025: You remain eligible if your program was on the list when you applied for your study permit, even if it has since been removed.
3. Exemptions
Some students are not affected by these changes:
Graduates with bachelor’s, master’s, or doctoral degrees from any field.
Students who applied for a study permit before November 1, 2024.
Graduates from PGWP-eligible flight schools.
4. Language Requirements
All PGWP applicants must meet language proficiency standards:
University graduates: Must demonstrate CLB 7 in English or NCLC 7 in French.
Non-university graduates: Must achieve CLB/NCLC 5.Accepted tests include CELPIP-General, IELTS General Training, PTE Core, and TEF Canada.
